Five stages from container choice to final check, in the order that prevents the most common packing failures.
Stage 1 is the container. It is chosen before anything else because water and food are the bulkiest items and they set the footprint. A container picked after the water is either half empty or does not close — this is the most common failure and the assembly order exists to prevent it.
Stage 2 packs water and food. One gallon per person per day for several days goes in first, then the several-day non-perishable food supply, with the manual can opener packed alongside the food rather than stored elsewhere. This stage takes a few minutes and defines how much room is left.

Stage 3 adds light, radio and first aid: the flashlight with extra batteries, the battery-powered or hand-crank radio, the NOAA Weather Radio with tone alert, and the first aid kit. These are the first-hour items — the ones reached for in the first minutes of an outage.
Stage 4 adds tools and hygiene: a wrench or pliers for turning off utilities, the dust mask, plastic sheeting, scissors and duct tape for sheltering in place, and the whistle for signaling. These are used once the immediate situation is stable.
Stage 5 finishes with maps and chargers: local maps, the cell phone, its chargers and a backup battery, packed on top because they are checked most often. The final check runs the core table row by row — present, in date, quantity still right for the number of people.
